Schools at the WiFi era

Schools without borders might become a reality for students in Sydney, reports the Sydney Morning Herald (via textually).
Tests concern the kindergarten and elementary schools, totalizing 1700 students, who will can access the e-learning system between 6AM and 10PM and get the assignments and lesson materials through the Web. Designing such a student has cost around $30 million USD (€23 million). The system focuses on mobile technologies (mesh network, laptops, modern cellphones) to get this work nicely.
Just a question: If this method is a success, does this mean there would be too kind of schools? The school for those who can get new devices and know how to use them, and the school for the others, public or private?
